Response to Woking Local Plan - Site Allocations - Land to the East of Martyrs Lane

RESOLVED that subject to the above amendment, the Council’s response to the Woking Borough Council Local Plan - Site Allocation - Land to the East of Martyrs Lane consultation, as set out at Appendix A to the report, be approved.

The Portfolio Holder for Planning Services considered a report and proposed response in respect of consultation being undertaken by Woking Borough Council on a further Regulation 18 document (Issues and Option) that sought views on the option of safeguarding land to the east of Martyrs Lane, Woodham to meet the areas housing need between the period 2027-2040.

 

The Portfolio Holder noted that this approach was an alternative to that which had been consulted on in Summer 2015 which had sought to remove a series of smaller areas from across the Green Belt in Woking Borough and to safeguard these for future development.

 

Whilst the Council had raised a number of issues in response to the previous consultation, particularly relating to the housing target and the principle of safeguarding sites to meet the future housing need of the Borough up to 2040, the Portfolio Holder noted that these issues had not been addressed as part of this consultation however the opportunity would be taken to re-emphasise the points previously made alongside other site specific comments relating to the land east of Martyrs Lane.

 

With regard to the land to the east of Martyrs Lane, the Portfolio Holder considered the proposed response to the consultation and noted that the Council was strongly questioning the rationale behind the consideration of this area of land as a potential safeguarded site and why this area was now being considered in principle as well as a substitute to the six areas that had been listed in the consultation document.  Whilst noting the cross-boundary implications within the response, it was suggested that the reference to ‘additional transport assessments’ be amended to read ‘additional transport modelling’, which the Portfolio Holder supported.

 

Accordingly, on consideration of the proposed response, the Portfolio Holder
