Given that the Country had to deal with effects of the COVID-19 Pandemic, a number of regulations had been amended to assist Local Authorities during this period. It had been agreed with the Council’s Group Leaders that, in accordance with the provisions in the recent Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 legislation, and in common with other authorities, the Annual Meeting of the Council that had been scheduled for 20 May 2020 was cancelled and that the current Council arrangements would carry forward until the next Annual Meeting of the Council in May 2021. This meant that the Council’s Committees and Sub-Committees would continue as presently comprised and all as properly constituted. The current Chairmen and Vice-Chairmen would remain the same and the current Mayor and Deputy Mayor would also remain in office.
Furthermore, Regulation 4(2) of the new Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 provided:-
“Where an appointment would otherwise be made or require to be made at an annual meeting of a local authority, such appointment continues until the next annual meeting of the authority or until such time as that authority may determine.”
In this regard, the appointments to outside bodies that were considered by the Appointments Sub-Committee at its meeting held on 8 May 2019 and subsequently agreed at the Council’s Annual Council meeting held on 15 May 2019 would continue until the next Annual Council Meeting.
Subject to the following replacements that had been notified to the Sub-Committee the Appointments agreed on 8 May 2019 would continue for the 2020/21 until the next annual meeting of the Council or until such time as that Council determined otherwise:
In respect of a Liberal Democratic appointment to the Surrey County Council Local Committee, Councillor Barry Fairbank replaced Councillor Andrew Davis. Furthermore, in respect of a Liberal Democratic substitution on the Local Committee, Councillor Neil Houston replaced Councillor Mrs. V. Macleod.
Following publication of the Agenda, it was notified that in respect of a Residents’ Association appointment to the Surrey County Council Local Committee, Councillor Caroline James replaced Councillor Roy Green.
Furthermore, in respect of the Appointments to South East Employers, Councillor Mrs. C. Elmer would replace Councillor A.P. Burley as the Council’s main representative with Councillor A.P. Burley replacing Councillor N. Houston as the substitute representative.
Accordingly, the Sub-Committee
Agreed that the appointments to outside bodies appointment that had been agreed on 8 May 2019 would continue for the 2020/21 Municipal Year until the next annual meeting of the Council or until such time as that Council determined otherwise, subject to the amendments highlighted above. An updated list of these appointments was provided at Annex A to the minutes.
