Heathrow Consultation Response

Decision:

Resolved that the proposed Elmbridge Borough Council consultation response, as attached as Appendix 1 to the report, be agreed and submitted to the Heathrow Airport Expansion Team by 13 September 2019 and published on the Council’s website accordingly.

Minutes:

The Portfolio Holders for Planning and Environment considered a report in respect of a proposed Heathrow Consultation response.

 

Members noted that the Heathrow Airport Expansion Consultation ran from 18 June until 13 September 2019, which gave the Council the opportunity to provide feedback on Heathrow’s proposals for the future layout of the airport, including the new runway and other airport infrastructure such as terminals and road access.

 

Heathrow were consulting on their preferred proposals for developing and operating an expanded Heathrow, including the effects of expansion and how they intended to manage them. This would form part of the Development Consent Order (DCO) application.

 

In particular, Heathrow were seeking feedback on:

 

·         preferred Masterplan for expansion;

·         plans to operate the future airport;

·         preliminary assessment of the effects of the airport’s growth; and

·         their plans to manage the effects of expansion.

 

Feedback would be considered before Heathrow submitted their application for a DCO, which was planned for 2020.

 

The Portfolio Holders noted that the Council was also a member of the Heathrow Strategic Planning Group (HSPG) which was made up of several Local Authorities who shared knowledge and expertise to enable a collated, thorough response to Heathrow consultations and proposals.  In this regard, Council officers from Planning Services, Environmental Health and Organisational Development as well as Members and the Leader of the Council had been invited to a range of meetings to exchange expertise, views and to better understand the proposals coming out of Heathrow.

 

Surrey County Council, as highway authority, would also be submitting a detailed report on highway impacts on behalf of the County and Elmbridge and this document was in the process of being prepared.

 

The Portfolio Holders acknowledged that Officers from Planning Services, Environmental Health and Organisational Development had prepared the proposed response from Elmbridge Borough Council on key concerns recognised by their specialisms, focussing on surface access, noise & air pollution and flight directions.

 

On consideration of the report, the Portfolio Holders expressed concern regarding the lack of adequate information on transport assessments or mitigation proposals and stressed the need that improved public transport was essential in order to enable easy access from Elmbridge and Surrey, as a whole, so that the additional traffic created from the opening of the third runway would not negatively impact on the Borough.

 

Given that the Council had recently declared a Climate Change Emergency, the Portfolio Holders further considered that more details regarding climate change and reducing carbon emissions was required.

 

Having considered the proposed response, the Portfolio Holders for Environment and Planning felt it fully reflected the concerns that the Council had and accordingly
