2018/2260 - Land South of 50 Primrose Road, Hersham


The Sub-Committee was advised of an update to the Planning and Appeal history for the site.


Permit with the conditions and informatives as set out in the agenda, subject to the negotiation and execution within three months of the date of this decision, of an Agreement under Section 106 of the Town and Country Planning Act 1990 to secure an affordable housing contribution, and subject to the following additional condition and two additional informatives:

6. Method of Construction Statement

No development shall commence until a Construction Transport Management Plan, to include details of:


(a)      parking for vehicles of site personnel, operatives and visitors;

(b)      loading and unloading of plant and materials;

(c)      storage of plant and materials;

(d)      programme of works (including measures for traffic management);

(e)      HGV deliveries and hours of operation;

(f)       measures to prevent the deposit of materials on the highway; and

(g)      on-site turning for construction vehicles


has been submitted to and approved in writing by the Local Planning Authority.  Only the approved details shall be implemented during the construction of the development.


Reason: In order that the development should not prejudice highway safety, the free flow of traffic nor cause inconvenience to other highway users in accordance with Policy DM7 of the Elmbridge Development Management Plan 2015.  It is considered necessary for this to be a pre-commencement condition because the demolition and construction works could have implications on highway safety and amenity and should be agreed before any works begin.

6.     Heras Fencing

The applicant is asked to remove the unauthorised Heras fencing from the boundary of the application site.


7.     Construction Access

The applicant is asked to consider an alternative construction access to the site from the eastern side.
