To Appoint a Chairman for the 2019/20 Municipal Year

Minutes:

The Cobham and Downside, Oxshott and Stoke D’Abernon Local Spending Board appointed J.W. Browne as Chairman for the Municipal Year 2019/20.

Chairman's Opening Remarks

Minutes:

The Chairman gave his apologies for the delayed start to the meeting and thanked the Local Spending Board and members of the public for their patience.

 

The Chairman wished that it be noted that O.T. Chapell had sent his apologies.

All Members present are required to declare, at this point in the meeting or as soon as possible thereafter

in respect of any item(s) of business being considered at this meeting.

Minutes:

In respect of the bid submitted by Chatterbus CIO, whilst not a disclosable pecuniary or other interest under the Code of Conduct, A.P. Burley wished that it be noted that he was a voluntary director with Chatterbus CIO.

 

In respect of the bid submitted by Chatterbus CIO, whilst not a disclosable pecuniary or other interest under the Code of Conduct, D.J. Lewis wished that it be noted that his wife was the Vice-Chair of the Chatterbus CIO Board.

The Minutes of the meeting of the Cobham and Downside, Oxshott and Stoke D’Abernon Local Spending Board held on 7 March 2019 were agreed as a correct record and signed by the Chairman.

2019-20 Local spending applications for the Community Infrastructure Levy (CIL) funds for Cobham & Downside, Oxshott & Stoke D'Abernon pdf icon PDF 76 KB

The Cobham and Downside, Oxshott and Stoke D’Abernon Local Spending Board considered a report that summarised the three applications received by the Council which sought Community Infrastructure Levy (CIL) funds: 

 

·         Chatterbus CIO, which was seeking £7,000. The application was in respect of funding to install contactless ticketing machines within the bus.

 

·         Cobham Conservation and Heritage Trust which was seeking £3,450. The application was in respect of funding to commission surveys of the Downside Bridge area of land and the creation of a management plan.

 

·         Elmbridge Borough Council, which was seeking £110,000. The application was in respect of funding to upgrade and resurface the track to the Leg O’Mutton open space and to install a hydraulic security bollard.

 

The Chairman clarified that there was £162,229.69 available for the settlement area of Cobham & Downside, Oxshott & Stoke D’Abernon to spend on local infrastructure improvements and if Members were minded, the Board could fund the applications in full; part fund or not fund at all.

 

The Chairman invited the applicants to present their respective application in a timely manner.

The Cobham and Downside, Oxshott and Stoke D’Abernon Local Spending Board welcomed Lady J. Acher and Mr. R. Mulhall, to the meeting. Lady Acher presented the application and provided Members with background information in respect of the project. This involved acquiring new ticket machines to provide the wave and pay payment facility and electronic feeds for the bus shelter information displays.

 

Lady Acher explained that the community had started this bus service and it had exceeded all expectations and community needs. Members noted that in the year to 31 March 2019 the bus service had carried over 20,000 passengers and earned revenue from bus fares of over £33,000.

 

Members were fully supportive of the application and on consideration of the application, the Local Spending Board

 

Resolved that £7,000 be awarded to the Chatterbus CIO to fund the ticketing upgrade project.

The Cobham and Downside, Oxshott and Stoke D’Abernon Local Spending Board welcomed Mr. H. Springett and Mr. D. Tipping, to the meeting. Mr. Springett presented the application and provided Members with background information in respect of the project.

 

Mr. Springett explained that the land north of Downside Bridge, Cobham was very neglected, presently unattractive and remained so for the last 50 years. Members noted that the project was ultimately to improve the land for the benefit of the wildlife and for the public.

 

Members were fully supportive of the application and on consideration of the application, the Local Spending Board

 

Resolved that £3,450 be awarded to the Cobham Conservation and Heritage Trust to fund the Downside Bridge Area Management Plan project.

Elmbridge Borough Council - Resurfacing Leg O'Mutton Track Application pdf icon PDF 192 KB

The Cobham and Downside, Oxshott and Stoke D’Abernon Local Spending Board welcomed Mrs. A. Williams, Head of Asset Management and Property Services, Elmbridge Borough Council to the meeting. Mrs. Williams presented the application and provided Members with background information in respect of the project.

 

Mrs. Williams explained that the current track was not fit for purpose and revenue monies had been continually spent on repair costs. Members noted that the project was an invest to save initiative and would enable the enhancement of the track and ensure longevity for more than 15 years saving the Council ongoing repair costs.

 

Members raised concerns with the lack of third-party contributions, particularly as Cobham Football Club would benefit significantly from the project. However, the Local Spending Board noted that due to the Football Club’s current financial position, any contribution at this stage would be minimal.

 

Following due consideration of the application, the Local Spending Board,

 

Resolved that £110,000 be awarded to Elmbridge Borough Council to fund the resurfacing Leg O’Mutton vehicular track project.

Closing Remarks

Minutes:

Prior to the close of the meeting and in view of the comments made regarding previously awarded projects, the Infrastructure Delivery Coordinator informed Members that further information would be provided to allow Members to observe the progress and completion of these projects in future Local Spending Board reports.
