To Appoint a Chairman for the 2019/20 Municipal Year

Minutes:

The Oatlands & Burwood Park, Weybridge Riverside & Weybridge St George’s Hill Local Spending Board appointed B.J.F. Cheyne as Chairman for the Municipal Year 2019/20.

Minutes:

In respect of the bid submitted by St James Church of England Primary School, whilst not a disclosable pecuniary or any other interest under the Code of Conduct, Mrs. V. Macleod wished that it be noted that she was a volunteer at the school.

The Oatlands & Burwood Park, Weybridge Riverside & Weybridge St George’s Hill Local Spending Board considered a report that summarised the two applications received by the Council which sought Community Infrastructure Levy (CIL) funds:

 

·         Paragon Asra Housing Limited, which was seeking £9,166.76. The application was in respect of funding to install bollards to protect the grassedarea along the road adjacent to18-26 Brooklands Road in Weybridge.

 

·         St James Church of England Primary School, which was seeking £142,715.00 The application was in respect of funding to reconfigure and renovate four cloakrooms and toilet facilities.

The Chairman advised Members that there was £118,197.89 available for the settlement area of the Oatlands & Burwood Park, Weybridge Riverside & Weybridge St George’s Hill Local Spending Board to spend on local infrastructure improvements. The total grant requested for the two applications was £151,881.76 and there were therefore insufficient money to fully fund both applications under consideration and only the amount available could be awarded.

 

The Chairman invited the applicants to present their respective application.

The Oatlands & Burwood Park, Weybridge Riverside & Weybridge St George’s Hill Local Spending Board welcomed Mr. P. Sinfield to the meeting. Mr. Sinfield provided Members with background information regarding the need to install bollard to the grassed area adjacent to 18-26 Brooklands Road, Weybridge to protect the land from vehicle access and parking.

 

Mr. Sinfield explained that adequate parking was available at the rear of the property and could accommodate all those living in the flats. In addition, Mr. Sinfield explained that grant would cover the cost of installation and that any ongoing maintenance would be undertaken by Paragon Asra Housing Limited.

 

Following due consideration, Members were supportive of the application and the Local Spending Board

 

Resolved that a grant of £8,197.89 to be awarded to Paragon Asra Housing Limited in respect of funding toward the Brooklands Road Green Space Protection & Enhancement project.

The Oatlands & Burwood Park, Weybridge Riverside & Weybridge St George’s Hill Local Spending Board welcomed Ms. J. Allen and Ms. P. Romanis, representatives of St James Church of England Primary School, to the meeting. ­­­­­­­­Ms. Allen provided Members with background information regarding the need to refurbish and remodel the toilet and cloakroom facilities at the school. Ms. Allen also stated that £23,000 had been secured from other sources toward the project reducing the grant requested from the CIL fund to £119,715.

 

Ms. Allen explained that the four toilet facilities were in extremely poor condition and had fallen into disrepair. Members were informed that complaints regarding the current facilities had been received from parents and from the School Council.

 

T.G. Oliver, the Surrey County Council representative in attendance, informed the Local Spending Board that in an effort to meet the shortfall of the funding available to fully fund the project, he would, as the Leader of Surrey County Council (SCC) request SCC’s Property Services Team to contribute a further £10,000 towards the project.

 

On consideration of the application, the Local Spending Board

 

Resolved that £110,000 be granted to St James Church of England Primary School as funding toward the toilet and cloakroom improvements project.
