Section 106 of the Local Government Finance Act 1992


In accordance with Section 106(2) of the Local Government Finance Act 1992, any Member who is two months or more in arrears with a Council Tax payment may not vote on any matter which might affect the calculation of the Council Tax, any limitation of it, its administration or related penalties or enforcement.


A Member to whom the above provision applies is required to make a declaration to that effect at the commencement of the meeting and shall not vote on any question with respect to the matter. The Member is, however, entitled to speak

Mayor's Announcements


Appointment of Leader of the Council

Councillor T.G. Oliver was elected as Leader of the Council on 16 May 2018. 


As Councillor Oliver resigned from this post in January 2019, the Council is invited to appoint a Leader of the Council.


In accordance with the Local Government Act 2000 (as amended), the term of office of the Leader will end on the day the Council holds its first annual meeting after the Leader’s normal day of retirement from their term of office, as a councillor unless he/she:


·         is removed from office or resigns;

·         ceases to be a councillor; or

·         is disqualified from being a councillor


before that day.


Appointment of Deputy Leader of the Council and other Cabinet appointments

To note and receive the Leader’s report on his/her appointment of a Deputy Leader and other Cabinet appointments.


The Deputy Leader will hold office until the end of the term of office of the Leader (unless the person resigns as Deputy Leader, ceases to be a councillor or is disqualified or removed from office by the Leader).
